FEMA will be conducting a nationwide test of the Integrated Public Alert and Warning System (IPAWS) that will include the normal Emergency Alert System (EAS) via broadcast media and also Wireless Emergency Alerts (WEA) which will cause pretty much every cellphone in the nation to go off.
The test will happen October 3rd at 1:18pm CST (2:18pm EST). This is the first time that the wireless system has been tested nationwide and only the fourth time for a national test of the EAS.
