Notice is hereby given that a meeting of the City Council of the City of Mount Pleasant, Texas will be held on Tuesday, April 4, 2017.

The Regular Session of the Mount Pleasant City Council will be held at 6:00 PM in the Council Chamber of the City Hall located at 501 North Madison Call to Order

REGULAR AGENDA

1 Consider Approval of Minutes of the March 21, 2017 Regular Session.

2 Consider Approval of the 2015-2016 Audit as Presented by Conway Company Certified Public Accountants.

3 Public Hearing and Consider Approval of a request from William and Edward Priefert to rezone Tract 451, of the Walter H Gilbert Abstract from its current Future Development District to a Heavy Industrial District and Tract 300 of the Walter H Gilbert Abstract from its current Planned Development District to a Heavy Industrial District. The properties are located in the 400 and 500
block of Patrick Street.

4 Consider Approval of Resolution No. 2017-4 Denying the Application of the Southwestern Electric Power Company ('SWEPCO') for Authority to Change Rates Submitted On or About December 16, 2016; Requiring the Reimbursement of Municipal Rate Case Expenses; Finding that the Meeting
Complies with the Open Meetings Act; Making Other Findings and Provisions Related to the Subject; and Declaring an Effective Date.

5 Consider a Proposed Modification to Tax Abatement Agreement Approved in November 2015 for RoadClipper Enterprises.

6 Consider Approval of Ordinance No 2017-5 Designating a Certain Area as Tax Abatement Reinvestment Zone Number 2017-1 (RoadClipper Enterprises d.b.a. Diamond C Trailers) for Manufacturing Facility, Establishing the Boundaries Thereof and Other Matters Relating Thereto; Declaring Findings of Fact; Providing a Severability Clause; Providing An Effective Date; and
Providing an Open Meetings Clause.

7 Consider a Property Tax Abatement Agreement Which Offers a Partial Abatement of Property Taxes for a Period of Ten Years to RoadClipper Enterprises d.b.a Diamond C Trailers, a Manufacturing Facility in Mount Pleasant, TX.

8 Consider Approval of the Industrial Development Corp. Board Action to Grant Funding to RoadClipper Enterprises (d.b.a Diamond C Trailers) as an Incentive to Make New Investment of Building Improvements and Equipment in their Mount Pleasant Facility.

9 Consider Approval of Ordinance No. 2017-6 Annexing the Hereinafter Described Territory to the City of Mount Pleasant, Titus County, Texas and Extending the Boundary Limits of Said City so as to Include Said Hereinafter Described Property Within the Said City Limits, and Granting to All the
Inhabitants of Said Property All the Rights and Privileges of Other Citizens and Binding Said Inhabitants by All of the Acts, Ordinances, Resolutions, and Regulations of Said City.
