Sex offender charged for Failure to Register

Earlier this week Titus County Patrol deputies responded to a suspicious person call on Highway 271 north of Mount Pleasant. On arrival, deputies encountered Steven Wayne Kay Jr. who revealed he was now living on Titus County Road 1535 for approximately two weeks.

Deputies found that Kay is a sex offender registrant out of the state of Oregon. During this encounter, Kay was found to be in possession of drug paraphernalia and subsequently arrested for the charge and booked into the Titus County Jail.

Titus County Investigators began checking on Kay's registration status and found that he was currently registered in the state of Oregon but failed to notify them that he left the state, and also failed to notify Titus County Sheriff’s Office that he was now residing in the county.

Due to the fact Kay failed to properly register as the state law requires, investigators filed a case and obtained an arrest warrant for Kay for the charge of Sex Offenders Duty to Register, a 3rd Degree Felony.

Ray was arrested for the charge and is currently in the Titus County Jail.
