This photo pulled from our 1980s archives has notes on the back that indicate it ran on the front page of The Daily Tribune and that is City Council member Dick McCarver making a budget request to the Commissioners Court. That is County Judge James Adams on the left and Commissioner Dempsey Johnson on the right.
