We can tell more than usual from this photograph picked from our random 1980s file (shoebox). The fellow on the right is Richard Nail - his name is on the award, the Texas State Guard Sesquicentennial Award. That also tells us the year is 1986. The presentation is being made by an officer named Wilson.
