Street Fight Leads to Arrests


On Monday March 7th a fight between two women occurred in the 800 Block of Forrest Avenue in Mount Pleasant. The two women fought for several minutes in the street in front of a large crowd. No one at the location called 911 to report the incident or tried to stop the fight.

The fight was video recorded by spectators and published on numerous social media websites. Both subjects fighting were identified; 22 year old Titanna Shundrel Shine and 21 year old Niesha Deshun Brown of Mount Pleasant.

Mount Pleasant Criminal Investigation Detectives investigated the fight, after receiving a complaint, and requested warrants for both subjects involved. Both Shine and Brown were arrested for Disorderly Conduct-Fighting in Public on Thursday March 10th and booked into the Titus County Jail.

Video evidence showed numerous subjects at the fight who were active spectators to the incident. Texas law allows police to charge and arrest active spectators as accomplices to fighting in public if certain elements are met.

If you actively participate by encouraging, directing, aid or attempt to aid those fighting, you can be charged with the same crime as if you committed the offense yourself. Those identified as active participants in the video who were encouraging and/or directing the fight are being issued citations for Disorderly Conduc t- Encouraging a Fight in Public. Several citations have already been issued. Those who attempt to avoid detectives will have warrants issued for their arrest.

Police Chief Wayne Isbell stated; “This type of behavior, fighting in public and being an active spectator encouraging fighting, will not be tolerated. The video is troubling and clearly depicts a breakdown in acceptable behavior to include a criminal element. There were many adults cheering on encouraging the fight and others wanted to start another disturbance after the fight. Many were more interested in video recording the fight, later posting the videos and bragging about it. This all occurred in the presence of many small children. Not one adult attempted to intervene or call 911 to prevent further violence. Those involved are being held accountable.”
